Ok press the windows key a u to bring up the ease of access center load the narrator. In the Main Narrator Setting on the window untick Star Narrator Minimized and click exit. If that doesn't work check your startup in all programs and make sure narrators not there. If not i don't no whats causing it, but i don't appear to have that problem.
